The five senators who resigned, Lisa Allen, Jeff Kachik, Jim Manfuso, Will Neumann and Dennis Tk ullY, said they did not agree with ,l'ow the Senate performed during i'aesday's meeting. Tuesday, the Senate passed Senate Bill 41 to fund no N'ganizations for food or drinks, which had been a verbal policy of the SGA so far this semester. The bill, written by David Thomas and Mark Andrychian, was brought out of the Appropriations Committee by Andrychian and brought before the Senate because some senators said the bill would have been left to die by those on the Appropriations Committee. Manfuso, who was a member of the committee and who voted for Senate Bill 41, said, ""I never remember reviewing Senate Bill 41, and the only Appropriations Com-mittee meetings I missed were early in September long before the bill was introduced."" After the Senate passed Senate Bill 41 by a vote of 8-5 with two abstentions, a bill .allocatin funds to the Black Student Union for its annual Parents' Dinner, was brought before the Senate. The senators eventually voted for fund-ing the BSU although it had just voted not to fund any organization for food or drinks. ""It showed a real lack of backbone for the Senate to completely change their minds within 15 minutes,"" said Tully, who voted for Senate Bill jAt Tuesday's SGA meeting, Senators Lisa Allen, Ron �hnson and Mark Andrychian listened to Pierre Douyon, ilitiesident of the Black Student Union, request $3,662.50 for e vut annual BSU Parents' Dinner. After much debate and theing on amendments, the Senate voted 9-6 for funding BSU with $2,300 and Douyon agreed that the BSU would raise the extra $1,362.50 through ticket sales for the dinner and other events such as dances. About 35 to 40 members of the BSU attended the meeting with posters to back up Douyon in his plea. This Senate decision was made after it voted against funding any organization for food. At many colleges ar universities, especially in the Ivy League caliber, dol4Mii and businesses donate funds earmarked for en- Wed chairs and visiting faculty. But at a state-subsidized university like Towson State, money for faculty development is not easily obtained. With the exception of sabbatical leaves (one semester off with pay every seven years), the state does not allocate any money in the University's operating budget for facul-ty development. However, the State.Board for Higher Education has tried, unsecessfully to get a recommendation passed for the allocation of such funds. Therefore, the University must find alternative methods for funding faculty development programs. In the past, this has included using money obtained from Towson Center activities, suurruner school tuition, com-munity organizations such as the Towson Foundation, and the Student Government Association. Two years ago, the SGA allocated $7,500 of their budget for the mini-grant program. Mini-grants, ranging from $300 to $750 are awarded to faculty members who wish to develop new courses, improve existing ones, or create new teaching methods. Last year the SGA's allocation decreased to $2,000. This year despite a strong recommendation from Joseph Cox, vice-president for academic affairs, the SGA senators, in a majority vote, decided against including any money for continued on page 2 41 and against funding the BSU. ""When you make a decision, you're expected to stick to it. I think the senators were too damn intimidated (by the BSU) during the meeting,"" he said. Neumann and Allen said they did not want to be associated with a group that could change its opinion so quickly about an issue. ""I think the Senate was in-timidated by the BSU,"" said Allen who voted against funding the BSU. Approximately 35 to 40 BSU members attend the meeting carry-ing signs and posters saying, ""The BSU needs money,"" ""The only thing getting cut from the budget is the blacks with the trimmings going to the white organizations who benefit every (white) body,"" and others. Allen said she had been dis-illusioned with the Senate for the past few weeks, ""but Tuesday's meeting was the last straw. I was upset and embarrassed to be a part of the Senate."" Kachik sees more separation and segregation among organizations in the future because of the conflicting bills. The senator, who voted for Senate Bill 41 and against funding the BSU, said the BSU did not need all the money it requested. ""There were only three other organizations who received more money than the BSU at last year's budget hearings,"" Kachik said. Those organizations were WCVT, Towerlight and Tower Echoes. At this year's budget hearing, five organizations received mroe than the BSU, WCVT, Towerlight, Tower Eghoes, the Residence Council and Campus Union Board. Valerie French, senator, said, ""I feel like they're (those resigning) copping out. I feel vengeful. And the thing that really bugs me is that they're walking around proud of their regisnations."" Ron Johnson, senator and par-ticipant in BSU activities. said he is sorry the senators resigned because, ""They're some of our best senators."" He also said, ""It looked like Senate Bill 41 was introduced to stop the BSU from getting funded."" Pierre Douyon, BSU president, said he felt Senate Bill 41 was indeed introclii,ced so the Senate After voting no food money would not have to fund the BSU. ""Our budget was cut in half at the4, last budget hearings and our membership has increased to 1,000 members. We always go by the rules and we always have our budget request in on time, but when the Senate does something like this, I feel we've been smacked in the face. Johnson, who voted against Senate Bill 41 and for funding the BSU, said, ""In the past the Senior Class Prom and the BSU have been funded because they're special events. Food is necessary to these organizations."" French, who voted for Senate Bill 41, and for funding the BSU, said she thought ""the BSU was an exception to the rule because the dinner is important to them."" Mark andrychian, who lobbied for Senate Bill 41, also voted for the bill and for funding the BSU. Douyon said the Parents' Dinner is the main event for the BSU and as for funding for food, ""I see the SGA can't pass one bill covering all organizations. Each organization continued on page 12 BSU dinner funded by Karen DiPasquale The Student Government Associ-ation Senate, during a heated four-hour meeting Tuesday, voted against funding any organization for food and then voted for funding the Black Student Union for its annual Parents' Dinner. The bill against funding for food, which was introduced to the Senate after the regular communications from the SGA executives, was at first, not named or numbered as is the usual practice for Senate bills. The no funding for food idea has been, for the past semester, an unwritten policy of the Senate nad has been adhered to most of the semester, including the refusal of some of the senators to fund the Senior Class for a prom because the total cost of the prom includes the cost for food. There was much debate concern-ing the no funding for food bill. Either senators were strongly for the bill or strongly against and at one time the senators were divided 8-7 in favor of the bill. Some of the senators. said they could not understand why other senators had such difficulty voting for the bill because they had followed the unwritten policy all semester. Jeff Kachik, senator, said, ""We've followed the rule unwritten, but not that it is on paper, people don't want to pass it.,, Some of the controversies of the bill were the date it would take effect and the question of it being retroactive. Some senators argued it was unwise to make the bill effective in the middle of the semester and Craig Wolf, senator, proposed an amendment to make the bill effective starting July 1, the next fiscal school year. However, Bob Robertson, sena-tor, argued, ""The bill is not a drastic change of policy in mid-year because the Semite has been doing this (following the no funding for food policy) all along."" The amendment was defeated and the bill, when voted on, would be enacted immediately. The debate continued when Will Neumann, senator, said that food is essential for some organizations to keep them going and Milissa Murray, SGA president, said that she did not support the bill and, ""each individual case should be brought up by the organization because each case is different."" two abstentions. Senators voting for the bill were Lisa Allen, Mark Andrichyn, Chris Culotta, Don Coonan, Valerie French, Kachik, Jim Manufso and Dennis TUlly. Voting against were Keith Hark, Ron Johnson, Will Neumann, Bob Robertson and Craig Wolf. The abstentions were Dave Thomas and Will Harvey. After the decision not to fund organizations for food, the bill to fund the Black Student Union for $3,662.50 for its annual Parents' Dinner came before the SGA. The Appropriations Committee spokesman, Hark, said the com-mittee recommended $1,500 for the dinner, but this recommendation was rejected by the Senate. One Senator suggested decision on the BSU bill be postponed until the next meeting until it was determined whether Murray would veto the no funding for food bill first. Hark said earlier in the meeting that Murray said she would probably veto the bill if it was passed. However, because most of the other Senators wanted to vote on the BSU bill and because about 35 or 40 BSU members were at the meeting displaying about a dozen posters saying, ""Support BSU Parents' Dinner,"" ""BSU needs money,"" and other sayings, the bill was too important to postpone. Then Pierre Douyon, president of the BSU, said, ""In the SGA manual, it says the purpose of the SGA is to enhance and enforce cultural, social events of the campus."" He said the BSU dinner is an important and essential event for the organization. When the expected topic came up that the Senate has already passed a bill to not fund organizations for food, Douyon said, ""We're not asking for $3,600 worth of food. We're asking you to fund an event, like a beer blast or whatever.""
