Speaking to a near-capacity crowd in the Chesapeake Room, Bradley opened with a broad-based discussion of U.S. domestic and foreign policy. He later recalled a terrifying experience as a Vietnam correspondent, and said citizens need to put more pressure on elected officials. The Bush administration is ""off to a good start,"" Bradley said, but is entering a ""piv-otal"" term in American history. Page 18 cover photos by Mary Gardella Towson shelter offers hope to the homeless by Mark Goetz News reporter The homeless men of Baltimore County can breathe a sigh of relief-at least some of them can - thanks to the efforts of several govern-ment and community agencies, organizations and businesses, including Towson State Uni-versity. The county's first homeless shelter has opened in the old Towson Elementary School, at Central and Allegheny avenues in West Towson. Permitted to open by the Baltimore County Executive Office, the homeless shelter pro-vides bedding, showers, and meals for 20 men admitted on a first come, first serve basis. The project is managed by the Human Resources Development Agency (HRDA), a private, non-profit organization whose mission is, ""To improve the standard of living for low income residents of Baltimore County.""
