Senate be ins bud et hearin s by Sue DeBolt Editor's Note: This article was written after two days of budget hearings, during which the SGA Senate resolved itself into a Committee of the Whole so that none of the allocations had been made final at that time. By the time of this paper's publication, final allocations will have been made and will be published in the May 3 Towerlight edition. Budgets are currently plagueing the Student Government Association Senate as they attempt to shape a workable formula for the coming school year. Prior to beginning their budget work, the Senate dealt with several bills. SGA President-Elect Konrad Herling addressed the organization as he called for the role of SGA to be clearly defined. Adding that ""social and intellectual interchange among students should be promoted,"" he asked that the various organizations work together to make this a different type of SGA."" continued as he called for the organizations to sponsor events and become more involved so that they would become more than a club and asked that they spend funds wisely. Bills concerning Scholar Aid and the Contingent Fund were reported favorably out of the SGA Policy Committee but only the aid bill survived in the Senate. The Policy Committee moved that Scholar Aid be a set formula based on the cost of education at TSC�this would include the cost of in-state tuition, comprehensive fees and the least expensive room and board plans. Each of the eight positions of Scholar Aid would receive a percentage of that cost�SGA president: 70 per cent' SGA vice-president: 55 per cent; SGA treasurer: 55 per cent; Towerlight Editor: 40 per cent; Towerlight News Editor: 25 per cent; WVTS General Manager: 40 per cent; WVTS Program Director: 25 per cent; and Tower Echoes Editor: 50 per cent. Notice: Towerlight in conjunction with WVTS plans to initiate a series of monthly press conferences with Student Government Association Executives and Senators and campus administrators. The first press conference will take place Wednesday. May 1 at 3 p.m. in the Student Government Association Lobby on the second floor of the College Center. New SGA executives President Konrad Herling. Vice President David Nevins and Treasurer Rudy Forti will be on hand as well as Towson President James L. Fisher. The conference will be open to the public. The percentage is based on the amount of prestige. responsibility and man hours spent that the position holds. The new figures mean an increase of $1000 this year in Scholar Aid plus inequities between the SGA and the other positions have been eliminated according to current Senator and SGA Vice Preident-Elect David Nevins. Questions concerning the bill were raised over where the Scholar Aid money was drawn from and political favoritism. Scholar Aid is taken from student fees under the executive budget of the SGA and is paid in twelve installments. Senator Dave Pridgeon challenged giving Scholar Aid to a few because of the great number of people giving time to student organizations plus added it Spectators watch avidly as SGA senators plan budgets. He charged that such favoritism caused problems in the American system as they began with the SGA and went all the way to the White House. The Policy Committee's recommendation passed 9 to 3 with 2 absences. Senate defeated the bill to create a Contingency Fund to execute the daily legislaive routine of the Senate by a measure of 8 to 2. Senator Eric Martin, who sponsored the bill, said that the Senate would be allocating to themselves in essence because they created the funds but Nevins criticized the measure because it would create too much bookkeeping. Students for a Democratic Society requested that they be allowed to keep S235 left over from the funds given to the convention -sponsor(M by the. United Front Against Racism. Sente voted to send the request to the Appropriations Committee because that was the normal policy for a monetary request. Senator Dan Cunningham moved to rescind the $302.60 allocated last week to the Attica Brigade for activities related to the April 27 national convention on the impeachment of President Richard Nixon. Explaining that the money would be used for Continued to page 14) April 27 Coalition holds Teach-in today by Mike Dilworth The April 27 Coalition will hold a Teach-in today from 10:00 a.m. to 2:00 p.m. calling for the impeachment of President Richard Nixon, in conjunction with a nationwide demonstration tomorrow in Washington D.C., Chicago and Los Angeles. Supported by over 370 campus organizations across the United States, as well as the AFL-CIO. Common Cause, Nader's Raiders and other groups. the demonstration also calls for a decrease in food and fuel prices, no US aid or fuel to repressive countries abroad. and defense ot democratic rights. To be held on the College Center plaza if weather permits. or in the third floor multi-purpose room, the Teach-in includes speakers on impeachment. Buses. free of charge. will leave the College Center parking lot at 10 a.m. Saturday for the two way trip Students wanting to go via the buses are reminded to sign up Friday during the Teach-in due to the limited number of buses ""In-residence program"" by Sue DeBolt Former Democratic United States Senator from Oklahoma Fred Harris will initiate Towson's ""in-residence program"" April 30 through May 3 when he becomes TSC's ""Statesman in Residence."" Harris' campus stay will include meetings with students in and out of classes. Director of Development John Wighton explained that the former Senator who is the ""foremost national exponent of populism"" was chosen because he was a significant national figure. Harris, who sought the Democratic 1972 Presidential nomination until he ran out of money. is currently an Adjunct Professor of Government at American University in Washington, D.C. He voluntarily retired as a United States Senator in 1972, after serving eight years.
