STUDENT SERVICES FEE AUTHORITY There shall be established a Governing Board responsible and accountable to the President of the College whose function shall be to: 1. Determine the amount of the SSF 2. Distribute the SSF to the following student services areas a. College Union Operation b. the SGA Executive Budget c. the SGA publication d. the student activities budget e. athletic fund MEMBERSHIP The members shall be the three Executive Officers of the SGA and the six elected student members of the Academic Council. The Dean of Students and the Dean of the College, and the Director of Business and Finance, or their representatives shall be ex-officio, non-voting members. PROCEDURES 1. In the spring before each fiscal year, the board shall determine the amount of the SSF and allocate 90% of projected monies to the 5 areas according to demonstrated need for the following fiscal year. Budgets shall be approved and SSF determined by March 1. The remaining 10% of the monues shall BE FREE FOR ALLOCATION AFTER OCTOBER 1 for the same fiscal year. [The remaining 10% of the monies shall be allocated in the fall for that same fiscal year.] 2. The Board shall accept budgets requests in the spring, before a date determined by the Board. Budgets for the College Union Operation and the Athletic Fund shall be presented by the SGA. The Board may make no additions to the budgets submitted by any area. 3. THE Board shall CONSIDER on a line item basis BUDGETS for the College Union Operation and the Athletic Fund; and on a total sum basis for the SGA Executive Budget, the SGA Publications; and the Student ATHLETICS budget. ALL ALLOCATIONS OF THE BOARD SHALL BE ON A TOTAL SUM BASIS. THE BOARD MAY SUGGEST LINE ITEM CUTS TO RESPECTIVE BUDGETS. 4. Any area which initiates a budget request requiring a change in amount of the SSF must be approved by the Governing Board and the Board of Trustees.
