RESOLUTION 2022-2023 #27 IN THE STUDENT SENATE OF TOWSON UNIVERSITY, MARCH 14, 2023 A RESOLUTION CONCERNING THE DISTRIBUTION AND PRESENCE OF EFFECTIVE TREATMENT FOR OPIOID OVERDOSES INTRODUCED ON: March 10"', 2023 INTRODUCED BY: Senator Rhynes on behalf of [President Colquitt] COMMITTEE RECOMMENDATION: SENATE ACTION: ENACT UPON APPROVAL. Colquitt, President — Student Government Association WHEREAS, The distribution and presence of effective treatment for opioid overdoses for emergency situations has become readily available at many pharmacies and is most commonly called Naloxone (NARCAN). WHEREAS, The opioid epidemic has plagued the the United States for years. In 2021, more than 71,000 people died from synthetic opioid-related drug overdose in the United States. WHEREAS, Many colleges in the surrounding area, such as The Catholic University of America and The University of Maryland have begun to make Naloxone publicly available at major buildings on campus and amongst Residence Life. WHEREAS, Residence Life Professional Staff on Towson University’s campus, including the Residence Life Coordinators participated in a Naloxone training and received NARCAN kits in the Fall 2022 semester. WHEREAS, Towson University already provides emergency use medical treatment devices such as AEDs (Automated External Defibrillators) and First Aid Kits where Naloxone could be added to this set of provided materials within major campus buildings. THEREFORE, BE IT RESOLVED, The Student Senate of the 102nd Administration of the Student Government Association at Towson University supports the insertion of Naloxone (NARCAN) in all buildings on campus on top of the emergency medical treatment materials that are already provided. THEREFORE, BE IT FURTHER RESOLVED, This legislation will be sent to the Health Center, Housing and Residence Life office, and other relevant departments to identify ways to incorporate NARCAN kits across campus.
