SECRETARY'S REPORT. April 25, 1915. Since the last meeting of the Commission which was held on October 8, 1914, at the Governor's office primarily for the pur¬ pose of considering the sale of the old normal Gohool building, the work on all contracts, except possibly that of Morrow Brothers, has progressed with unusual rapidity for the winter season. In the case of Morrow Brothers it is the judgment of the secretary that the work prior to February 1, was not pushed as rapidly as might have been, but since that date the progress on this con¬ tract has been satisfactory. A number of minor questions have arisen which have re¬ quired rather quick decisions , and not having been of sufficient importance to call the Commission together , have been disposed of by the chairman. Among those was an arrangement made with Morrow Brothers whereby the unsightly mound of earth on the front of the grounds containing approximately 2,000 cubic yards, and estimat¬ ed to be one-half rock, was removed for the flat price of §2,000. When the plans for the Administration Building were originally prepared they included a tower on this building. For the sake of reducing the total cost the tower was letar omitted. As the work neared completion it appeared that there may be suf¬ ficient funds in hand to construct the tower; accordingly plans have been prepared, and it is my information that an estimate for same is now in the hands of the architect. Senator Campbell and the Chairman have kept in touch with the Mayor and City Council concerning the sale of the old building to the City of Baltimore. They will have a report to make upon which some action should probably best be taken at this meeting. Since it takes considerable time to supply furniture,
