Delegate Flanagan sponsored H.B. 1024, which limits conflicts of interest by prohibiting a governor from becoming Chancellor of the University of Maryland System for up to two years after leaving office. Congressman Ehrlich stated, “Anytime that more than two-thirds of the system’s Board of Regents were appointed by a governor interested in the system’s Chancellorship, the grounds for a conflict of interest have been laid.” H.B. 1024 was rejected last week by the House Appropriations Committee. When offered as an amendment on the House floor, the provision failed again by 37-89 vote. Congressman Ehrlich continued, “Delegate Flanagan’s bill was an important step toward reinstating accountability toward past, present, and future lawmakers in Maryland. This is a missed opportunity to provide the citizens of Maryland the honest and ethical leadership they have been lacking for too long.” ###
