Ehrlich (R-2nd., MD) today expressed his support for a proposal which would end the government shutdown and require President Clinton to honor his pledge to submit a seven-year balanced budget plan using real numbers. The proposal consists of a continuing resolution which would open the government for 72 hours. The President would have that time period to put forward a seven year balanced budget plan based on Congressional Budget Office (CBO) scoring. If President Clinton complies, the CBO will have 24 hours to certify that the budget meets its scoring. If President Clinton fails to comply, the government will shut down until the President adjusts the budget to comply. If and when the President’s budget does comply, the government will open for an additional seven days— allowing the President and congressional leaders to negotiate a compromise between the CBO scored budget passed by Congress and that proposed by the President. “My proposal would put federal workers back to work,” Ehrlich stated. “At the same time, it would compel the president to honor the commitment he made when he signed the first continuing resolution into law on November 20— to balance the budget in seven years using nonpartisan numbers.
