I agree that NAWCA seems like a worthy and effective program. I wish all federal agencies relied on voluntary participation and private sector partnerships the way NAWCA does, while achieving the same high level of success. With respect to NAWCA reauthorization, Congressman Jim Saxton has introduced a bill (H. R. 2556) to reauthorize NAWCA funding at $15 million per year during fiscal years 1999 through 2002. H. R. 2556 is currently awaiting action in the House Resources Committee, a committee on which I do not serve. No hearings have yet been scheduled. I will keep your views in mind as this bill progresses through the legislative process. Given the importance of keeping the balanced budget agreement on track, however, it is my hope that NAWCA can be funded at an adequate yet fiscally responsible level. Once again, thanks for writing.
