The bill to which you refer, H.R. 450, would impose a moratorium on all federal rulemaking activities from November 9, 1994 through June 30, 1995. H.R. 450 passed the House of Representatives on February 24. Before passing this bill, the House adopted House Amendment 203, which would specifically exempt from the moratorium federal regulations affecting migratory bird hunting.
