I was elected to Congress on November 8, 1994 with 63 percent of the vote— one of the largest margins of victory of any House freshman in the nation. I was reelected in 1 996 with 62 percent of the vote. Prior to being elected to Congress, I served two terms in the Maryland House of Delegates. I currently serve on the powerful House Budget and Banking and Financial Services Committees. I expect to retain my position on the House Government Reform and Oversight Committee. Legislative Priorities in Congress: Since coming to Congress, I have worked to establish a reputation for being a hard-working, thoughtful, and independent-minded legislator. I believe I have emerged as a leader on a variety of economic and social issues. During the 1994 campaign, I visited small business owners across the Second Congressional District, actively soliciting their suggestions and concerns. The impact of federal overregulation was the most frequently mentioned issue. As a result, I made regulatory reform my legislative calling card. I believe I am well-positioned to promote this pro-business agenda. I serve on the House Government Reform Subcommittee on National Economic Growth, Natural Resources, and Regulatory Affairs— a panel charged with streamlining the federal regulatory process and conducting oversight of federal agencies which promulgate and implement federal regulations. At my invitation the subcommittee convened at Towson State University, where it heard testimony from members of Maryland’s business community.
