I appreciate hearing from you on this important matter. There is clear and compelling evidence that individuals, organizations, and countries are actively seeking weapons of mass destruction (WMD), including chemical, biological, and nuclear weapons, for use against the United States. To these deranged individuals, it is not a matter of if they take possession of these weapons, but when they can possess and use these weapons. Further, three separate and independent high-level congressional terrorism commissions predict the inevitable near-term destruction of more than one major American city and deaths of millions of Americans if WMD proliferation continues unchecked. On the specific issue of Iraq, during his address to the nation on October 7, 2002, President George W. Bush presented four fundamental issues confronting the nation. First, Saddam Hussein’s dictatorship has funded, trained, harbored, and supported terrorists that have attacked U.S. interests, our allies, and possibly the U.S. itself. Second, the Hussein regime represents a clear and present danger to America through its active programs to develop weapons of mass destruction, including nuclear, chemical, and biological weapons as well as the willingness to use them directly and via third parties. Iraq admitted in 1995 that it produced anthrax, botulinum toxins, and aflatoxins in weaponized forms. Iraq is known to have stockpiled mustard, tabun, sarin, and nerve agents, and has used these agents with deadly effects against enemies and domestic opposition, including innocent Iraqi men, women, and children. There is evidence that Iraq has a stockpile of weaponized small pox. Defense Secretary Donald Rumsfeld and National Security Adviser Condoleezza Rice have disclosed that Iraq has trained al Qaeda members to use chemical weapons and is aiding their quest for weapons of mass destruction. Third, the economic sanctions, necessary to slow Hussein’s rearmament and prevent him from supporting terrorism and aggression, are being used by Hussein as a political weapon to reward supporters and punish real and imagined opposition. The general Iraqi population, innocent and unable to overthrow a brutal dictator, are suffering poverty, depravation, and death.
