I value your thoughts on this important matter. After the fall of the former Soviet Union, a new military power began to emerge in South East Asia - the People’s Republic of China. During the last decade, the U.S. has uncovered evidence which links the government of China with espionage of America’s nuclear secrets. Moreover, intelligence sources have reported incidents of China selling missile weapon technology to rogue countries that are not allies of the U.S. The former Clinton Administration’s non-conffontational approach, marred by substantial and credible evidence of illegal campaign donations by Chinese government officials to the Clinton-Gore campaign, has increased the stature of the Chinese military and solidified the power of the communist regime. Please know that while Congress has no official role in allowing China to join the World Trade Organization (WTO), I will vote against any measure which grants permanent normalized trade relations with China. I have given much thought to our relationship with China, and I have traveled there in an effort to understand Chinese positions and communicate American concerns. For the following six reasons I remain suspicious that the government of China remains singularly and calculatingly self-interested and has not shown itself worthy of premier trading status with the United States at this time. First, U.S. - Chinese trade is largely a one-way street. The government of the People’s Republic of China has constructed and preserved several major barriers to the Chinese market which continue to hinder American goods entering China. Over the past 10 years, the U.S. trade deficit with China has grown significantly, largely due to a surge in U.S. imports of Chinese goods relative to U.S. exports to China.
