I benefit by knowing your thoughts on this important issue. On September 11, 2001, the security, affordablity, and convenience of the U.S. domestic aviation industry came to a screeching halt when terrorists hijacked four U.S. commercial airplanes and used them as missiles to bomb the World Trade Centers and the Pentagon. Americans watched in agony and anger as thousands of innocent lives were lost in New York, Pennsylvania, and Washington, D.C. President George W. Bush responded immediately by vowing to track down and punish the terrorist organizations and individuals responsible for the attacks, many of whom are operating out of Afghanistan and other parts of the world, including here at home. In the wake of the horrific terrorist attacks, many questions have been raised with regard to aviation security. In particular, criticisms have been leveled against the airlines and the federal government regarding the flaws in areas of baggage and passenger screening. In an effort to address the deficiencies in our aviation security system, Congress passed S. 1447, the Aviation Security Act. This historic aviation security bill requires the Federal government to assume responsibility for all passenger and baggage screening at commercial airports in the United States. It also establishes the Transportation Security Administration (TSA), which will hire, train, and deploy Federal screeners, Federal security managers, Federal security personnel and Federal law enforcement officers during the next year. In addition, five airports will be allowed to participate in a pilot program to experiment with private contracting. After two years in the program, all airports will be allowed the option of having the Federal government contract with private firms to provide aviation security services. S. 1447 also requires the Bush Administration to adopt new stricter standards for baggage screeners. For example, all screeners must be U.S. citizens. Further, it also requires the Federal
