October 24, 1953 Student Council meeting minutes

Library MINUTES OF STUDENT COUNCIL 4:05 P.M. Wed. October 24, 1953 The meeting was called to order by the president, Jim Addy. The secretary called the roll and read the minutes which were approved with the correction that the mugs were not large ones as stated in the minutes ( Paragraph 3, line 2 ) The treasurer gave his report; receipts from teh Activities' Fees amounted to $ 22,862.50, disbursements were $ 6,798.21 which leaves a balance of $ 18,273.51. The recent bills totaled $ 10.05 for repairs on the mimeograph machine, $ 25.00 for NSA national dues and $ 5.25 to pay for seven dinners at the recently held Presidents' Dinner. The petty cash is $ 38.10 Jim read aletter of resignation from Katie Fockler, a junior class representative. Mary Jane Mack made a motion that we accept the resignation. The motion was seconded and carried unanimously. The problem of the Homecoming Dance was discussed at great length. Julian Forrest, speaking for the senior class, said that the seniors voted unanimously not to sponsor the Homecoming Dance unless (1) they are allowed to retain the profits from it and (2) that teh Finance Committee review its decision to consider profits in next semester's allocation to the Class of '54. Fred Ritter, senior class president, explained that the seniors want to keep the profits of the Homecoming Dance because in order to sponsor any closed affairs such as those during June Week, the money would have to come out of profits as the SGA money cannot be allocated for closed affairs. George Hohl read the letter of the Finance Committee rendering its decision: October 19, 1953 To the Members of the Class of 1954: The Student Government Finance Committee requests that you accept the budget allocation for the first semester as it has been passed by the Student Council. If favors are not given at the Homecoming Dance it will be considered in the second semester budget. We do not consider anything sold as being a favor; it is not within our jurisdiction to decide the matter of selling. * Profitys from the Homecoming Dance will be considered in the second semester budget.* Sincerely, SGA Finance Committee Fred said that the seniors were asking that profits not be considered in the budget allocations for any of the classes. George said that this should be discussed but since the SGA has set no policy regarding this issue it is a problem to be considered. Last year the SGA did set a policy of having treasurers keep two columns in their books, one for profits, the other for budget allocations and it was not the fault of the SGA that this policy was not followed. The constitution does not state any rules about allocations to closed affairs or about consideration of profits. After much discussion Dick McCall made a motion that the Council recess for five minutes so that the Finance Committee and the Senior class representatives and observers could confer and bring a decision back to the Council. The motion was seconded and defeated ; the vote being 23 opposed, 3 abstaining and 7 opposed. After more discussion Tony Marchione made a motion that the Council direct the Finance Committee to withdraw its decision on the sentence "Profits - budget" * and accept the rest of the decision as stated in the letter. The motion was seconded and carried unanimously. Jim said that later on the class presidents would consider the problem of profits in the Presidents' Council.
