November 15, 1966 SGA Executive Committee meeting minutes

TOWSON STATE COLLEGE STUDENT GOVERNMENT ASSOCIATION EXECUTIVE COMMITTEE MEETING 11/15/66 The meeting was called to order at 3:40 p.m. by President Alan Diem in the SGA Office. 1. Mr. Diem announced that this Saturday at Notre Dame College there will be a Mason-Dixon Region Conference of NSA. 2. Miss Miskelly told the Committee of her suggestions for reorganization of student Senate. She said that there is an overlap and unequal representation. One suggestion is for apportionment on a class basis perhaps by percentage. She also suggested abolishment of NSA Co-ordinator as a member of the Executive Committee. Special Interest organizations could be represented by their treasurer when a request for funds arose. She expressed her hopes for a party system on Towson's campus. Apportionment would present a problem since the college is growing. Reapportionment would lead to less discussion of money matters in student Senate. College Senate is also being reorganized. Student Senate hopes to figure in 1/3 of College Senate along with faculty and administration. Mr. Diem gave Miss Miskelly an evaluation and reform of student government prepared by NSA. 3. Financial Policy Change -- Mr. Diem said that under this new policy the president of SGA will be given the power to call a special joint meeting of the Financial Committee and the SGA Executive Committee to allocate funds. Miss Miskelly suggested that this can only be done when it would entail calling a special Senate meeting for that particular item. 4. Elections -- Mr. Diem announced that there has been electioneering near the ballot box and this has been creating a bottleneck. The Committee agreed that no one should watch as a student fills out his ballot. Mr. Saxon suggested a private room for balloting. Mr. Diem suggested that students be made to fill out their ballots within 10 feet of the ballot box and that no electioneering be permitted within this area. Mr. Norwood suggested buying voting machines. Mr. Norwood announced that everything is set up for the run-offs. Mr. Diem said that he will be working on getting the voting machines for the May elections. Miss Georgulas mentioned that nominees on ballots should be in alphabetical order. 5. Miss Herminau announced that bulletin board space is being reallocated. Mr. Gant will move lockets which are in front of bulletin boards. This will take place, hopefully during Thanksgiving vacation. Miss Herminau has sent out two notices to presidents of organizations concerning bulletin board space desired and to let them know that something is being done. Religious organizations have been given space in lower Newell Hall basement. Miss Herminau asked all members of the Executive Committe to let her know if they have anything to be multilithed in the main office. 6. Miss Berlett announced that reactions to Homecoming were favorable. The Knickerbockers have tentatively been chosen for the Christmas Concert. Mr. Diem announced that Dionne Warwick's agent has contacted us to ask for an amount which we will consider paying Miss Warwick. Mr. Diem said that he felt a new system for selling tickets should be instituted. There should be more publicity on when tickets will be sold. Miss Berlett said that since the State and the College matched funds for our Special Events, the community as well as students should be admitted to the lectures. Mr. Diem suggested dividing the
