STAFF MEMORANDUM 4 June 194S SUBJECT: МГ. Gantt »s memorandum concerning the outline of a brief for Koerner and a draft memorandum for an outline on Kehrl, dated 28 May 1948. TO: Staff, Economic Ministries Division 1* In these memoranda Mr. Gantt requested that only one copy of preliminary drafts be made and that copy be marked secret and handed to him, Mr. Gantt has discussed this subsequently with me and agreed to revoke this instruction and the entire paragraph con¬ taining the instruction. 2, Mr. Gantt has looked up some copies and scratched out this paragraph (No, 4) of the Koerner memorandum. In order to avoid the possibility that some copies are not revised or that persons who received the memorandum are not instructed with respect to the elimination of this instruction, this memorandum is issued, J4 Contrary to the above referenced instruction, all drafts prepared by analysts or lawyers for the purpose of turning them over to any person who has charge of the final draft, of coordination of drafts, etc., should be made in several copies and a maximum dis¬ tribution made. After retaining at least one copy for working purposes, copies of drafts should be distributed as follows: one copy to the Director of Division; the original to the Director of Division for immediate comment and return to the writer or to the person in charge; one copy to the lawyer in charge intermediate between the writer and the Director of the Division (if any) ; copies for comment to all lawyers in the unit (either separate copies or a rotating copy) who have some special knowledge of, or interest in, the subject matter* • , 4, It must be assumed as a working policy of this unit that prepared distribution of work will be effected and that everyone who is able to contribute suggestions or comments will be encouraged to do so; and that such comments and suggestions will be given due consideration by the person responsible.
