My dear Dr. Wests Miss Halberg has Just referred your letter of October 51 to me> In it you request her to make a rating of the train¬ ing teachers in Baltimore City. Miss Halberg will write you also* I am exceedingly sorry the question was not taken up directly with me before it went to Miss Halberg since it oon- aems a matter of policy. We are perfectly willing to have Mies Halberg. af¬ ter she has worked with the present group of training teachers a full year, make recommendations for the dropping of any train¬ ing teacher who shows little aptitude for this special work. But, we are not willing to have her engage in the rating plan as proposed in your letter. Is not this rather the work of the assistant superintendents? The decision is made for the reasons Mias Halberg is giving in her note to you and because we want to build up the morale of the affiliated practioe teachers, which is probably the most important piece of wortc in teacher training.
