It would certainly be advantageous for the College to have an opportunity to do such extensive planning. Regardless of whether funds are given, I would suggest that if there are a number of person who are intereted in such a project that you may wish to begin talking with those departments where Women's Studies courses might best fit. As you know, experimental courses can be offered with a minimum of lead time and the new general studies umbrella permits the offering of interdisciplinary courses. As is always true, academic departments will need to consider priorities in allocating their limited resources.
