Dear Miss Tall: I write at once to acknowledge your letter of June 11 just received. I note what you say regarding the financial arrangements incident to the merger of our Teachers Training School with the State Normal School. In this connection I want to say that one of the members of our School Board is most anxious that we should have a conference as early as possible next week concerning the details of our financial arrangements. His thought was that we might get together some time next Tuesday, the group in conference consisting of yourself, with Mr. Cook if possible, and two members of the Baltimore School Board, and myself. The one thing that all of us on our side of the cooperating Boards most desire is that we can show to the City Hall authorities an expense to the the city of Baltimore in connection with the Training School merger not greater than Baltimore is now paying, even during the period between now and the next Legislature. If, however, at the time of our getting together, which means for the balance of the year 1924, we shall be under some increased expense, аз has been provided for by our Board of Estimates if necessary, what we shall be required to show to the City Comptroller when he passes bills is that each and every new item of expense^ilet'an exact duplicate of what would have been paid out for the Lafayette Square school, is an absolutely necessary item properly chargeable to the new things required at Towson by the coming of the expected 400 Baltimore students. Your plan of having the State Board's architect suggest the alterations needed because of the addition of our body of students is certainly excellent, and I shall be glad to study with our Director of Business Manage¬ ment whatever suggestions we receive from the architect. I still think most, if not all, of the actual alteration work to be done can be assigned to our City school repair force. If any other plan of having this work done is to be considered we must keep in mind the fact that we are up against the Charter requirement of conpetitive bidding on any job or requisition for
