Building 8000 York Road Towson Md. 21252 Dear Dr. Welsh, we here of the Political Science Department of the Carl von Ossietzky Universitaet Oldenburg would like to express our appreciation for Towson University making it possible for Dr. Armin Mruck, Professor emeritus, Coordinator of the T.U./C.v.O.U Partnership, to actively cooperate with us to conduct popular excursion seminars which are usually attended by an international student body. This June some 38 students participated in the seminar which dealt with the historic events of August 1961 when the so-called German Democratic Republic with the active support of the Soviet Union constructed a wall in Berlin effectively stopping the flight of many East Germans to the West. Dr. Mruck in his well attended lecture, based on diligent and thoughtful research, explained the reaction of the U.S. Administration which, in the end, shied away from a military/nuclear confrontation between the U.S. A. and the U.S.S.R. thanks to the cautious foreign policy of President J.F. Kennedy. Dr. Mruck, who since 1987 regularly visits the C.v.O.U. to maintain and strengthen the almost 25 years old partnership with T. U., has since the past years assisted us in the preparing and conducting of the popular and successful excursion seminars. We consider his participation valuable, always in his lectures presenting the U.S point of view and position in the making of European and especially German history.
