This sta cement, thougn prepared with a view to avoiding an over- lengthy explanation, does set forth, however, some of the considerations which have been before the board of School Commissioners in their deliberations on the proposed merger. The fact that through the autumn months of last year and through all the period from January first to the end of May there was brought to the attention of the Board no definite protest against the merger has justified the Board in feeling that the people interested in the improvement of the conditions of our teacher training have approved the steps known to have been taken since last September toward having this merger go into effect on September first, 1924.
