Kennedy Unveils 10-Point Gay GOP Leader Sentenced AIDS Battle Plan Anti-Discrimination Measure , Health Care Financing Central Points by Cliff O'Neill WASHINGTON— In the week which saw the nation’s 100,000th diagnosed American case of AIDS, Sen. Edward Kennedy (D- MA) officially unveiled a detailed 10-point plan to address the epidemic which centers on anti-discrimination protections and health care financing issues. At a July 25th press conference at Washington, D.C.'s Whitman-Walker Clinic, the area’s community-based gay/les¬ bian and AIDS treatment and counseling center, Kennedy outlined his agenda to help bring the American epidemic under control. Prior to his address, Kennedy toured the D.C. General Hospital’s outpatient HIV treatment clinic and the Whitman-Walker facility where he met with a cross section of AIDS patients who have benefitted from several of the AIDS initiatives he has pushed through the Congress, including one black person with AIDS. “Based on what I have seen this morn¬ ing,” Kennedy stated, “I believe we must Sen. North raised for the Nicaraguan contras. Channell had pleaded guilty April 29, 1987 to soliciting over $2 million for military aid to the anti-Sandinista rebels under the guise of a tax-exempt charity. Maximum sentence could have been five years in prison and a $250,000 fine. U.S. District Judge Stanley S. Harris, announcing the sentence in the first criminal case brought in the Iran-contra scandal, said he decided against imprisoning Channell because he had helped prosecutors in the arms-sale investigation. “You have been hurt in many ways and over a long period of time,” the judge told Channell. The Lowell, (Mass.) Sun broke the story in December 1986 that Channell funnelled profits from the arms sale into campaign coffers of Republican incumbents and chal¬ lengers in U.S. Senate races.
