With respect to the first issue your raised, the U. S. Fish and Wildlife Service proposes to give states the ability to designate a “Youth Waterfowl Hunting Day” in addition to the regular hunting season. The stated purpose behind establishing such a day is to introduce youth to concepts of ethical utilization and stewardship of waterfowl and other natural resources; encourage youngsters and adults to experience the outdoors together; and contribute to the long¬ term conservation of the migratory bird resource. Its intent is to encourage young people to enjoy America’s diverse natural resources, whether it be through engaging in responsible hunting activities or participating in other wilderness-related activities. The Service’s proposal does not mandate that such a day be held; it merely gives states the authority to do so. With respect to the second issue you mentioned, APHIS -- the Animal Plant Health Inspection Service of the USDA — is charged with inspecting circuses and travelling animal shows to see if they are operating in accordance with the Animal Welfare Act. When it has been proven that a violation of the act has occurred, the offender are punished accordingly. The example of neglect cited in your letter is unacceptable.
