- Memorandum from Drexel A. Sprecher to staff announcing changes taking place within the Office of Chief of Counsel for War Crimes (OCCWC). The Berlin Branch of the Office would be abolished as of October 31, 1948, and the Liaison Branch of the Administrative Division would be abolished as of as of October 1, 1948. 1st Lieutenant Joseph T. Zebley was appointed Administrative Assistant of the Administrative Division effective October 1, 1948. Also effective October 1, the Baggage Room was transferred from the administration of the Liaison Branch to the Administrative Office, Administration Division. In this memorandum Sprecher also indicates what will happen to personnel, records, equipment, and other effects of the abolished Berlin and Liaison Branches.
