March 17, 1954 Student Council meeting minutes

Library MINUTES OF STUDENT COUNCIL 4:00 P.M. Wed. March 17, 1954 The meeting was called to order by the president, Jim Addy. The first item on the agenda was the budget request submitted by the F.T.A. (This request had been shelved by mutual agreement during the time of the budget hearings due to the unsettled state of the FTA.) The request was read by the president and the first question was raised by Dean Pickens who asked whether the money allocated previously for the FTA's use was allocated directly to the FTA proper or as an emergency measure to the member of that organization. It was decided that the latter was the case. The total budget submitted was for $84.00 but the FTA had a bank balance of $67.60 bringing the total real request to $16.40 There was some question on certain items in the budget so Jim called on Mary Ann Sadler who explained some specific parts. (trip to Camp Greentop accounted for some money in question.) Bill Santman then questioned the amount requested for refreshments. It was noted by both George Hohl and Tony Marchione that this was, by far, the highest refreshment cost requested so far. There seemed to be some doubt as to exactly why this was so and after much discussion it was decided to compromise from a previously proposed cut of $10.00 to a cut of $5.00 which was put in the form of a motion by Mary Frantz. The motion for the $5.00 cut which brought the refreshment figure to $15.00 was passed with two abstaining. (Tony Marchione and George Hohl.) George Hohl then questioned the money requested for a frame which was to hold their FTA Charter. The cost of the frame was to be $5.00 due to the fact that it had to be made so that the charter could be removed. (A question on why this had to be, brought up the suggestion that it probably had to be removable so that a new seal could be placed on it periodically.) After some discussion it was decided that the FTA should make an effort to have the school carpenter shop make the frame and that item was cut out of the budget. This made a total deduction of $10.00 bringing the total request to $6.40 The budget was then passed with Lorraine Walke abstaining and Harriet Goldstein opposed. The president then called on the treasurer, George Hohl, to explain about the proposed policy of having all the treasurers' books in by a certain date. George explained that many books in previous years had been very late, sometimes not coming in at all; and many accounts had not been closed after school had closed for the summer leaving an opportunity for funds to be mishandled. In general, George, and others, felt that the handling of accounts had been inefficient in the past and because the amount of money handled by the SGA was so large, beside the fact that there has been much pressure exerted by the state auditor and administrative circles, there should be a stricter policy regarding the turning in of treasurers' books and the closing of accounts. The suggestion was that all treasurers' books be turned in and accounts closed by June 1 for all organizations except the Tpwer Echoes and the Senior Class which would have to have their books in and accounts closed by June 15. A motion was made by Tony Marchione including all the afore mentioned terms. The motion was carried by a vote of 33 to 1. Dean Pickens opposed. The contract for the May Day Dance was then read and was approved by a unanimous vote. Tony Marchione then made a suggestion that contracts in the future should specify: length of intermission (to be ample but not long.) and the type of music played. He cited past dances where th way these things were handled was not entirely to the liking of the students but that nothing could be done about it because it was not mentioned in the contract. The president then called for volunteers to serve on the investigating committe to look into this problem. The members of the committee are: Marie Zimmerman, Pegge Whiteleather, and Dean Pickens.
