CONSTITUTION OF THE COLLEGE OF LIBERAL ARTS I. PREAMBLE Towson University has a rich tradition of shared governance that promotes learning, scholarship, service, and civic engagement. The College of Liberal Arts Leadership Council and College Council are key advisory bodies. The Board of Regents of the University System of the State of Maryland delegates its legal authority to the President of Towson University; the President delegates it to the Provost; the Provost delegates it to the Dean of the College of Liberal Arts. The Dean has ultimate administrative and fiduciary authority and responsibility for establishing and implementing college wide policies. As prescribed in the University of Maryland System’s policy on shared governance, the faculty has a central role in teaching, scholarship, and sendee; this includes the assessment of the quality of these activities through peer review. The Leadership Council and CLA College Council work collaboratively with the Dean on how the college can best achieve its goals in teaching, scholarship, and service. The College of Liberal Arts does hereby establish a Constitution and By-laws for the purpose of establishing shared governance relating to: • Student learning • Academic integrity • Academic planning • Promotion and tenure recommendations • Curriculum development • Scholarship and Creative activities • Other issues necessary for the efficient and effective functioning of CLA The Constitution and By-laws are created in full recognition of the policies and procedures established by the Board of Regents, the Office of the President, and the University Senate. II. ADMINISTRATION OF THE COLLEGE A. Dean of the College The dean is the chief administrative officer of the college. With the advice and counsel of the college chairpersons and the college council, the dean shall perfonn duties described by the Towson University Provost/Vice President for Academic Affairs. If the office of the dean is vacated, the provost, with the advice and counsel of the chaiipersons, and the college council shall determine a replacement. B. Associate Dean of the College l
